Massachusetts May Spend 40% of Next Budget on Healthcare

Jay Gonzalez, secretary of administrator and finance for Mass. Gov. Deval Patrick's administration, said health programs may consume 40 percent of the state's budget in 2012, according to a Boston Herald report.

Mr. Gonzalez described the administration as "actively" preparing its budget proposal for fiscal year 2013. Lawmakers will be given a chance to issue their own proposals after the governor files his plan on Jan. 25.

Mr. Gonzalez said the state's "rainy day fund," which reached a record high of $2.3 billion and was reduced to $600 million in the 2008 recession, was not large enough to preserve state services during the recession. He said continuing pressure on the state to fund programs such as Medicaid will consume growth in tax revenues.
