ACA enrollment hits 11.1M Americans, falls 12.9M short of CBO predictions: 5 things to know

Affordable Care Act enrollment fell well below estimates, according to Fierce Healthcare.

Here are five things to know:

1. In February 2013, the Congressional Budget Office estimated that 24 million Americans would purchase coverage through the ACA federal and state exchanges by 2016.

2. However, 11.1 million people were signed up on the exchanges as of March 2016.

3. The CBO’s predictions were based on the notion Americans would purchase coverage to avoid a penalty. However, the penalty for not having insurance is often lower than escalating premiums and deductibles.

4. Additionally, various payers are leaving state exchanges. Last week, Humana announced it will stop offering plans in Utah, leaving residents with only three payer choices.

5. Starting next year, Cigna will stop offering Georgians coverage through the state’s ACA exchange. Aetna and UnitedHealthcare are also not offering plans in the state’s ACA exchange in 2017.
