Victory Healthcare, Innova’s parent company, and joint venture partner Medistar Corp. of Houston, plan to start construction on the $49 million, 95,000-square-foot medical complex in January. Construction initially calls for an acute-care hospital, emergency medical-care facility and medical offices.

A second phase of the project calls for a 100,000-square-foot building, which is expected to include the ASC and medical office space.
