1. Alaska has the highest average premiums in the United States.
2. Premera Alaska lost more than $13 million in the state’s market in 2014, and predicts it lost about the same in 2015.
3. With only 22,000 Alaskans in the individual market, there are not enough people to cover the medical claims of the sickest residents.
4. The payer suggests taking health claims like chronic heart failure and placing them in the Alaska Comprehensive Health Insurance Association, which is paid for by tax and employer health plans.
5. Premera is funding a study to analyze how much the tax would be for various situations under this proposal.
