GOP official: Republicans consider adding ‘per capita gaps’ for Medicaid

Rep. Brett Guthrie (R-Ky.), vice chairman of the House Energy and Commerce health subcommittee, told reporters Republicans are considering major changes to Medicaid under their reconciliation bill, The Hill reports.

Here are four things to know:

1. Such changes could include adding “per capita caps” for Medicaid. If legislators implemented the gap, Medicaid would allot a fixed payment amount per person as a means to rein in federal spending. The shift would shift power to the states who would determine payments, as opposed to the federal government.

2. Rep. Guthrie told reporters that legislators are weighing the possibility of implementing optional block grants for states.

3. House Majority Whip Steve Scalise (R-La.) will lead briefings on Feb. 16, 2017, so Republican officials can discuss different ideas on healthcare reform and best next steps.

4. Rep. Guthrie told reporters the GOP has “some sense” of their Medicaid plans, but the briefings will allow them to get the necessary feedback to move forward.
