MedPAC is an independent congressional agency that advises Congress and HHS on Medicare payment policies, patient access and quality of care. The commission also voted to recommend that Congress should give HHS the authority to implement a value-based purchasing program for surgery centers.
The commission also voted to recommend a 1 percent payment increase for hospitals in 2013. Commission staff said the lack of cost data from surgery centers prevented them from recommending an update that matched the hospitals’.
The recommendations are not binding on Congress.
