Bon Secours Hampton Roads Health System, Sentara Healthcare and Riverside Health all had plans for surgery centers in the county, but the commissioner said the area already had a surplus of ORs.
The Virginia Department of Health’s Office of Licensure and Certification had issued a recommendation to deny approval of the surgery centers in December.
The projects were to cost $2 million to $3.7 million, according to report.
