1. Wyoming: 18
2. New Mexico: 17
3. South Dakota: 17
4. Montana: 17
5. Maine: 16
6. Alaska: 16
7. West Virginia: 10
8. Rhode Island: 10
9. Washington, D.C.: 3
10. Vermont: 1
