Here are six things to know:

1. Commencing Nov. 1, open enrollment ends Jan. 31.

2. In 2014, about 7.9 million Americans chose to pay the fine instead of sign up for health insurance. Of those Americans, about 45 percent represented people under 35 years old.

3. To reach these millions of uninsured Americans, HHS plans to send them information about marketplace coverage.

4. HHS will also email those people who open an account on www.healthcare.gov, but do not choose a plan.

5. The Obama administration will also urge payers to reach out to young adults before they move off their parents’ health plans at age 26.

6. HHS will also offer compensation for transportation for those Americans who want to attend open enrollment events for help.
