Dr. Prescher, anesthesiologist and pain management specialist in Council Bluffs, was accused of sexual misconduct, unethical or unprofessional misconduct and professional incompetency in December 2011.
Allegations of unethical or professional misconduct and sexual misconduct were dismissed. However, a judge upheld the professional incompetency charge, saying Dr. Prescher had violated chronic pain treatment standards.
Dr. Prescher had a yearlong suspension and a $10,000 fine. He will remain on probation for five years and can only practice in a group setting, among other restrictions.
