According to the indictment, Mr. Perez and Mr. Guerra, who owned 21 medical equipment corporations, billed Medicare for medical equipment that in some cases was not medically necessary and in others, was not delivered.
The two men were also charged with identity theft for using physicians’ Medicare identification numbers without the physicians’ authorization.
