The proposed center, SurgiCare of Manhattan, would have competed with two area hospitals, Lenox Hill Hospital and NYU Langone Medical Center, both of which have outpatient surgery centers in development.

The full Public Health Council will consider the application on March 13.

The center was opposed by HANYS.
