Patient Safety Tool: IOM's Crisis Standards of Care Toolkit

The Institute of Medicine Committee on Crisis Standards of Care offers a free discussion toolkit on developing indicators and triggers for initiating crisis standards of care.

The committee defines indicators as "measurements or predictors of change in demand for healthcare services or availability of resources" and triggers as "decision points about adaptations to healthcare service delivery." The discussion toolkit is designed to help stakeholders develop indicators and triggers for responding to a crisis, and includes scenarios and examples of indicators, triggers and tactics. There are chapters for specific areas of care, including emergency medical services, acute care and out-of-hospital care.
