After saying the ACA was a “disaster,” President Donald Trump laid out five key measures he wants incorporated into an ACA replacement in his joint address to Congress on Feb. 28, 2017, CNBC reports.

Here’s what he said.

1. President Trump wants to retain the ACA’s pre-existing condition coverage mandate, requiring payers to offer insurance to people with pre-existing conditions. He also wants to ensure Americans in the healthcare exchanges have a “stable transition,” during the replacement process.

2. Trump said he would give tax credits to people who buy insurance, and expand health savings accounts.

3. Concerning Medicaid, President Trump echoed Speaker Paul Ryan’s (R-Wis.) desire to give states”the resources and flexibility” needed for Medicaid programs “to make sure no one is left out,” CNBC reports.

4. He told congressman legal reforms should protect physicians and patients from “unnecessary costs,” while driving down prescription drugs’ costs.

5. President Trump ended by reiterating a key point of his campaign: creating a national insurance marketplace allowing insurers to sell health plans across state lines.

Analysts believe Democrats will oppose making any changes to the law, while Republicans can’t decide whether to repeal it wholly or “improve” it.
