Here are the top 10 biggest spenders, in terms of percentage of total budget:

1. Andorra: 27.9 percent
2. Maldives: 26.6 percent
3. Nicaragua: 24 percent
4. Marshall Islands: 23.8 percent
5. New Zealand: 23.4 percent
6. Costa Rica: 23.3 percent
7. Switzerland: 22.7 percent
8. U.S.: 21.3 percent
9. Micronesia: 21,2 percent
10. Netherlands: 20.9 percent

Here are the 10 smallest spenders, in terms of percentage of total budget:

1. Timor-Leste: 2.4 percent
2. Laos: 3.4 percent
3. Myanmar: 3.6 percent
4. Eritrea: 3,6 percent
5. Yemen: 3.9 percent
6. Azerbaijan: 3.9 percent
7. South Sudan: 4 percent
8. Cameroon: 4.3 percent
9. Pakistan: 4.7 percent
10. Syrian Arab Republic: 4.8 percent
