According to the report, a Democratic official said President Obama and Speaker of the House of Representatives John Boehner (R-Ohio) have considered serious changes regarding Medicare and Social Security, including means-testing Medicare. That would mean providing different levels of benefits depending on a beneficiary’s financial status.
