In the 2011 legislative session, Vermont lawmakers passed a law that puts the state on a path toward a single-payor healthcare system. The law requires the executive branch of the state government to develop a plan to pay for the reformed health insurance system in Jan. 2013.
While the deadline is still a year away, Gov. Shumlin’s administration wants to start the conversation — which is sure to be controversial — as soon as possible. The gatherings will start with a brief about how healthcare is currently funded and then will split participants into small discussion groups to discuss funding principles and sources.
The administration will give participants a dozen questions about potential principles for the groups to discuss. For example, should financing be based on ability to pay, and should it consider the potential economic impact on Vermont businesses?
