7. Illinois: $20.17 billion
8. Massachusetts: $17.86 billion
9. Michigan: $17.43 billion
10. New Jersey: $15.08 billion
Here are the 10 states that spent the least on Medicaid:
1. Wyoming: $637 million
2. South Dakota: $875 million
3. North Dakota: $1.30 billion
4. Montana: $1.44 billion
5. Idaho: $1.79 billion
6. Vermont: $1.76 billion
7. Alaska: $1.92 billion
8. Delaware: $2 billion
9. New Hampshire: $2.07 billion
10. Utah: $2.24 billion
Note: U.S. territories were excluded, although each territory is supported by the federal government.
