Jeb Bush proposed to repeal the Affordable Care Act and replace it what a law that would increase tax credits for Americans, allowing them to purchase coverage protection against "high-cost medical events," according to Star Tribune.

1. In his two-page proposal, Mr. Bush would grant the states more power to regulate health insurance. However, the proposal did not have specific details as to how many Americans would be uninsured.
2. The plan would give coverage to individuals with pre-existing health conditions.
3. Mr. Bush claims his healthcare plan is designed to promote innovation, reduce costs and give power to the states.
4. The plan would grant Americans high contribution limits on health savings accounts for out-of-pocket expenses.
5. His plan also would place limits on malpractice lawsuits and would place caps on federal payments to states.
