If the state does not implement a plan by Jan. 2014, the federal Health and Human Services Department has the authority to step in and create and operate a health insurance exchange. The exchanges are intended to serve as online marketplaces where individuals and small businesses can purchase health insurance.
Supporters of the Nebraska bills say the state must act immediately to avoid federal intervention, while opponents say the state should wait for the Supreme Court to decide the constitutionality of the healthcare reform law this summer.
