Missouri Stalls on Health Insurance Exchange Bill as Legislative Session Ends

Missouri's legislature ended this year's legislative session without passing a bill to create a state health insurance exchange, a system required by President Obama's healthcare law starting in 2014, according to a Heartland Institute report.

The bill, called the Show-Me Health Insurance Exchange Act, was introduced late in the session and passed the House 157-0. The bill stalled when it reached the Senate, in part because of opposition from Sen. Jane Cunningham (R-West County), who fought the bill when it was introduced in her chamber.

According to Sen. Cunningham, the bill conflicted with Missouri's passage of the Health Care Freedom Act, Prop C, which represented the first state rejection of healthcare reform. She said the exchange bill would have invaded citizens' privacy by requiring individuals to attain a waiver to be exempted from the individual mandate.
