MedPAC urges CMS to simplify merit-based incentive payment system requirements — 5 key notes

The Medicare Payment Advisory Commission released a reporting urging CMS to improve its merit-based incentive payment system by reducing administrative burden and emphasizing the importance of patient outcomes, EHR Intelligence reports.

Here's what you should know:

1. MIPS assesses physicians on quality, cost, practice involvement and EHR use.

2. The American Academy of Family Physicians claims analysts believe MIPS will attract enough physicians to meet CMS' goal.

3. MedPAC took particular issue with the lack of differential quality measures through MIPS. In its current form, minor variations in quality scores could drastically affect reimbursement rates.

4. MedPAC believes a large portion of physicians could choose to focus only on measures that are highly successful. MedPAC also believes few physicians will have patients qualifying for every quality measure which could, "make it difficult to differentiate between contrasts in performances and differences in sample size," EHR reports.

5. MedPAC suggests CMS implement population-based outcomes and rely more on claims data and survey results, over physician reports.
