1. Only 30 percent of eligible Kansans and 44 percent of eligible Missourians have signed up for health coverage.
2. Mr. Counihan was in Kansas City to suggest the remaining residents sign up for coverage.
3. Kansas and Missouri do not have state exchanges.
4. Although many residents haven’t enrolled, Mr. Counihan isn’t disheartened. He commented that large operations like this take time to perfect.
