1. The rule requires states to create and submit an access monitoring review plan to CMS for categories including:

• Physician specialist services
• Behavior health services
• Pre- and post-natal obstetric services
• Home health services
2. The rule previously required sates to submit their plans by July 1, 2016.
3. The updated deadline is Oct. 1, 2016.
4. The extension intends to give states ample time to develop more “robust and proficient review plans.”
