1. The CBO now estimates nearly 13 million people on average will be enrolled in a healthcare plan purchased via an ACA marketplace.
2. This figure is down 21 million people from the CBO’s previous estimate.
3. The Obama administration also scaled back on its enrollment targets for 2016 due to difficulty reaching new consumers.
4. Republicans have criticized these reduced enrollment numbers, claiming the ACA should be repealed.
5. The open enrollment period closes on Jan. 31.
