Here’s what you should know.

1. The act would allow individuals to qualify for additional subsidies and would cap individual payments at 8.5 percent of a person’s total income.

2. Ms. Warren’s proposal has four major goals: increase insurance affordability, provide new consumer protections, safeguard the ACA from President Trump’s administration and ensure private payer participation in the ACA.

3. Ms. Warren said the plan is a standalone option and is not an alternative to more ambitious proposals, like the one introduced by Sen. Bernie Sanders, I-Vt.

4. Mr. Sanders along with Sens. Kamala Harris, D-Calif., Maggie Hassan, D-N.H., Kirsten Gillibrand, D-N.Y., and Tammy Baldwin, D-Wis., are all co-sponsors of Ms. Warren’s legislation.
