1. The GAO reports most of the incidents involved potential attackers electronically probing CMS’ systems.
2. The agency did not find evidence indicating an outside attacker successfully obtained sensitive data.
3. However, the website has weaknesses that may lead to “risk of unauthorized disclosure, modification or loss.”
4. In a private report, GAO provided 27 recommendations to address the website’s vulnerabilities.
5. In 2012, the Affordable Care Act created the HealthCare.gov portal.
