Rep. Murrell Smith, a Republican, is chairing the committee, whose task it is to provide recommendations for reforming the CON program and address next steps for dealing with healthcare facilities that expanded while the program was suspended.
Approximately 70 percent of those projects would have required a CON, according to the report.
The program has mired in controversy for the past year. In 2013, Gov. Nikki Haley suspended the program by vetoing the Department of Health and Environmental Control funds that sustained it. However, the South Carolina supreme court ruled the suspension was illegal, and the program was brought back to life without funds.
