Tara Rios, who lost her seat to J.M. Lozano in March, was charged with allegedly referring Medicaid beneficiaries to McAllen, Texas-based oral surgeon Gary Schwarz, DDS. In exchange, Mr. Rios received 15 percent of all Medicaid payments made to him for the referred beneficiaries. The other dental professionals are accused of similar charges.
