Dr. Hessein, who practiced at Advanced Pain Management Specialists in Belleville, N.J., allegedly conspired with his brother Ashraf Sami, officer manager at Advanced Pain Management Specialists, to bill Medicare for treatments for which he did not possess the necessary equipment to perform. Dr. Hessein also allegedly filed fraudulent bills for more complex and expensive treatments than were actually rendered and sometimes billed for office visits that never took place or for procedures that purportedly took place while he was out of the country, according to the report.
A prosecutor in the investigation against the pair said Dr. Hessein submitted claims every day of the year in 2006 and 2008. Allegedly, his billable hours sometimes exceeded normal 24-hour days, according to the report.
