By a 4-1 vote, the city council rejected authorizing a study on possible changes in zoning codes for the ASC, proposed by Bay Area Surgical Group in nearby Los Gatos.
The doctors initially wanted to open a surgical hospital, then changed their plans to a 24-hour urgent care facility with surgical services to accommodate opponents.
However, the plan encountered intense opposition at the city council meeting from the medical community, some other local businesses and even in a letter from the Santa Clara County executive.
Opponents to the ASC said the county already had excellent plans to provide healthcare services and the project would siphon off paying patients from existing hospitals.
