State regulators approved a certificate of need for the proposed 72,300-square-foot surgery center in June 2010. The project was then appealed by Novant Health, forcing the matter to the N.C. Division of Health Service Regulation; it has yet to make a decision on the appeal, according to the report.
The surgical center would include seven new operating rooms and one transferred from N.C. Baptist Hospital.
