The government’s complaint against Dr. Uba and his company allege that false or fraudulent claims to Medicare and Medicaid were knowingly submitted since Dec. 2003. Rapha Health Systems was subsequently reimbursed for medical services that were allegedly never rendered, medically unnecessary or not supported by proper documentation.
Dr. Uba also allegedly submitted claims for patients who did not qualify for medical services reimbursement and who did not actually receive the services billed.
