The ordinance would allow a pain clinic operator to appeal a denied or suspended permit at a fee of $800. The permit requirements would help county authorities identify and eliminate illegal pain clinics, according to the report.
While the proposed ordinance targets individual clinics, a recently passed statewide bill targets wholesale distributors and hospitals.
The county currently has a moratorium on new pain clinics, but it will expire in June.
