The bill, proposed by Governor Martin O’Malley, would have given state officials and other whistle-blowers more latitude in pursuing Medicaid fraud cases and collecting damages.

Many doctors, hospitals and professionals from the pharmaceutical industry opposed the bill, saying that it would lead to unnecessary lawsuits and add to administrative costs for healthcare providers, according to the report.
