In the first phase of the project, Browning plans to build an ambulatory surgery center and a medical office building as well as a hotel, apartments, retail space and a learning and training skills lab, according to the report. Construction is expected to begin later this year or in 2011.

The Commission’s Executive Director would have to approve the plans before construction can begin.
