Many physicians have not been able to get the new prescription pads, prompting pharmacies to refuse their prescriptions during several days after the new law took effect.
The Florida law, aimed at the state’s pill mills, also provides penalties for physicians who overprescribe painkillers, tightens rules for operating pharmacies and includes a prescription drug monitoring database.
