The arrest followed a nearly yearlong joint investigation by the Drug Enforcement Administration and the Chatham-Savannah Counter Narcotics Team.
Dr. Thorpe was commuting from Jacksonville to see patients in Savannah. Agents said several other physicians from Florida, where painkillers are in more widespread use, have been setting up offices in the Savannah area to distribute painkillers.
