John SmalleyMr. Smalley has more than 35 years of leadership experience with both public and private healthcare organizations. Prior to co-founding HVP, he served in a number of positions with Quorum Health Resources and its predecessor companies. As senior vice president of QHR, Mr. Smalley had responsibility for 110 contract-managed hospitals. He also has worked as an independent consultant to healthcare organizations and at all levels of the hospital organization.

Mr. Smalley received his bachelor’s degree from John Carroll University in University Heights, Ohio, and received his master’s degree in health administration from Medical College of Virginia at Virginia Commonwealth University in Richmond.

Mr. Smalley discussed co-management relationships of hospital outpatient departments in an interview with Becker’s ASC Review. Ideally, the HOPD should continue to function as much as possible as it did when it was a freestanding ASC. “Make sure hospital officials are willing and able to minimize the red tape that tends to make hospital operations less efficient than an independent, physician-run operation,” he said. The agreement with the hospital should ensure the facility operates in an efficient, effective manner, with high quality and an excellent patient focus in such areas as scheduling, registration, pre-certification, product standardization and capital equipment selection, he said.
