2. The establishment committee did drill Endoscopy Center of Niagara for its low-level of charity care. Over the last five years, the endoscopy center pocketed 25 percent of its revenue and only provided 0.06 percent charity care.
3. The endoscopy center has higher than average Medicaid utilization rate of 8 percent, which surpasses the Medicaid and charity care requirement of a combined 6.8 percent.
4. The Public Health and Health Planning Council will consider the project for final approval in February.
