Oregon House passes extended recovery stay bill, allows ASC patients to stay 48 hours

Oregon House Bill 4020 was unanimously passed on March 12, which will allow extended stay recovery centers in the state.

Strategic Resources Group CEO Chris Skagen, JD, and COO Simon Schwartz have spearheaded efforts to pass the legislation. "This recovery model is all about Oregon's triple aim," said Mr. Skagen. "Our efforts will enhance the patient experience and complement the quality of care given in the outpatient setting."

Under the bill, patients are able to spend 48 hours recovering from procedures at an ASC. Previously, Oregon ASCs were required to discharge patients within 24 hours of admission. Both Mr. Skagen and Mr. Schwartz are on the staff of the Oregon ASC Association, and OASCA Lobbyist Doug Riggs with NGrC , a government relations and communications provider, was also integral in creating the bill.

"This bill was passed because SRG worked tirelessly each year with the physicians, administrators and nurses continuously educating us about the need for lobbying legislators, touring them in our facilities and contributing to our PAC," said OASCA President Marilynn Daberkow. "Chris, Simon and Doug constantly visit and have personal relationships with all our facilities."
