The new certification streamlines the evaluation and certification process and encourages greater participation from more organizations. It also provides more guidance to plans that create physician measurement programs based on cost and quality.

The updated standards and guidelines move the review process from the organization level to the program level, offering a more practical review approach. This gives health plans the flexibility to determine what programs can benefit from certification. With this new approach, NCQA calls for organizations  to be transparent about their cost and efficiency, even when small population sizes or lack of measures makes it hard to gauge quality.
