Job Opening: Director of Business Operations for CHRISTUS Santa Rosa Physicians Ambulatory Surgery Centers in Texas (San Antonio)

I. JOB TITLE: DIRECTOR OF BUSINESS OPERATIONS

UNITY TITLE: DIRECTOR VII


II. POSITION SUMMARY:

Responsible for the management of Business Operation functions which include, but are not limited to, government follow-up, non government follow-up, billing, payment posting, customer service, medical records, CPT/ICD coding, patient refunds, insurance pre-authorization and pre-certification, case scheduling, and all admitting functions for multiple ASC locations. The Director of Business Operations will also oversee Accounts Payable, Materials Management, Purchasing, and Accounts Receivable.

IV. KEY JOB DUTIES/RESPONSIBILITIES:

A. Supervision of approximately 30 associates for the Central Business Office of CHRISTUS Santa Rosa Physicians Ambulatory Surgery Centers. (E)

B. Directs the use of personnel, facilities, equipment, supplies, materials, and products to maximize a high level of department effectiveness and/or patient care at the lowest reasonable cost. (E)

C. Directs enhancement of departmental services through development of department operations and staff capabilities. (E)

D. Sets and maintains high performance standards for the department. Clarifies and enforces departmental objectives and encourages associates in goal achievement and productivity. (E)

E. Establishes associate performance expectations, determines measurements and standards for the various levels of performance, and conducts realistic associate performance evaluations. (E)

F. Actively contributes to the success of others. (E)

G. Directs the department’s efforts through effective use of problem solving and decision making. (E)

H. Establishes individual goals and objectives for the department, sets up measurement standards for the goals and objectives, and establishes checks and balances to track achievement. Achievement of these goals and objectives is expected during the current performance evaluation period. (E)

I. Frequent successful interaction and involvement with the Executive Leaders, PASC administrators, and medical staff in strategic planning and decision making in matters involving financial policy. (E)

J. Frequent interaction and interface with Information Services, Medical Records, Scheduling, Case Management, Finance/Accounting, Human Resources, Nursing and other departments in authoritative representation of issues surrounding patient access, patient accounting and related financial services concerns. (E)

K. Maintenance and development of effective business relationships (at a senior level) with external entities such as Blue Cross, CMS, TDHHS, fiscal intermediaries, State Board of Insurance, managed care organizations and local employers. (E)

L. Ongoing formal numeric / operational analysis and regular reporting of Accounts Receivables, implants, supplies, labor and other costs; monitor performance trends as a basis for planning and implementation of timely corrective and opportunistic initiatives. (E)

M. Development of operating and capital budgets and subsequent compliance. (E)

N. Maintain a level of familiarity with payer practices, reimbursement issues, vendor services, and technological developments, which is current enough to advance the best interests of Santa Rosa Health Care. (E)

O. Demonstrates competence to perform assigned responsibilities in a manner that meets the population-specific and developmental needs of members served by the department. (E)

P. Appropriately adapts assigned assessment, treatment, and/or service methods to accommodate the unique physical, psychosocial, cultural, age specific and other developmental needs of each member served. (E)

Q. Manages, supervises, and monitors all functions of the Business Office, including the Center’s operations within the legal, regulatory, and accreditation standards as it relates to the business office and medical records department.

R. Responsible for data collection and monitoring activities associated with the credentialing process as well as the maintenance and safe storage pf credentialing files.

S. Responsible for timely and accurate billing and collection of patient accounts and assists in resolving patient billing questions/complaints.

T. Assists with A/R activities as necessary, such as, insuring accurate reimbursement, approving cash quotes; reviewing, approving, or denying write-off requests.

U. Conduct team meetings, at least monthly.

V. Manages the maintenance and safe storage of files associated with billing and accounts receivable management.

W. Prepare, balance, and handle all functions of month end process and distribute month end A/R reports to corporate office.

X. Demonstrates adherence to the CORE values of Santa Rosa Health Care.

Y. Performs other duties as assigned.

VII. QUALIFICATIONS:

A. EDUCATION:

1. High school graduate.

2. Prefer Bachelor’s degree.

3. Equivalent years of experience may be substituted.

 

B. EXPERIENCE:

1. Five (5) years minimum experience in the Health Care industry.

2. Two (2) years in an administrative or managerial capacity.

3. Two (2) years in an Ambulatory Surgery Center Environment

 

C. LICENSURE/CERTIFICATION:

1. None

 

D. EQUIPMENT/SKILLS:

1. Must have the technical skills required to successfully manage collection on all types of Ambulatory Surgery Centers revenues.

2. Must possess a high degree of professional and administrative ability to include motivating and directing others.

3. Must be able to counsel effectively and provide constructive criticism when appropriate.

4. Must be able to deal with people of all levels in a tactful and businesslike manner.

5. Must possess conceptual skills essential to problem solving, including problem identification, development of alternatives and impact analysis.

 

E. WORKING CONDITIONS/PHYSICAL REQUIREMENTS:

1. Normal office conditions will apply.

 

F. OTHER:

1. Must possess a thorough knowledge of ASC receivables management, personnel management, business principles and practices, and third party rules and regulations.

2. Must be able to effectively direct the development, coordination, and installation of new methods and techniques.

3. Must be thoroughly familiar with Santa Rosa Health Care policies, procedures, and regulations, and have working knowledge of the hospital computer system.

4. Must be highly analytical and have ability to engineer change based on adequate analysis. Must be an expert user with Microsoft Excel. AdvantX experience strongly preferred.

5. Must be able to perform independently and be self motivating.

6. Must be able to deal with people in all levels in a tactful and businesslike manner.

7. Must have a receptive and retentive mind.

8. Must be capable of problem identification and resolution.

9. Must be able to communicate freely with others and encourage communication with staff.

10. Must possess a neat, well groomed, professional appearance.

11. Must be flexible and able to work in a fast moving, constantly changing environment.

12. Requires appropriate contact with the public, i.e. vendors, associates, patients, patient’s families, and third party payers.

13.  Performs other duties as assigned.


G. Must also successfully complete the pre-employment/post job offer health screening examination, and the annual screening each year thereafter as an employee.
