Dels. Patrick Hope (D-Arlington) and Jennifer McClellan (D-Richmond) said at a press conference that the exchanges would let Virginia residents compare and contrast different plans. They said implementing the exchange as a state would prevent federal intervention, which would dictate how the plan operates.
Dels. Hope and McClellan said the bill is based on recommendations from Gov. Bob McDonnell’s Virginia Health Reform Initiative, a panel created to implement healthcare reform in Virginia.
