Virginia Delegate Seeks Legislation for Health Insurance Exchange

Virginia Gov. Bob McDonnell will not seek legislation next month to create a health insurance exchange, though a Republican in the House of Delegates says the state should move quickly to avoid federal intervention, according to a Richmond Times-Dispatch report.

Del. Terry G. Kilgore (R-Scott), chairman of the House Commerce and Labor Committee, said he has asked that legislation be drafted to create a health insurance exchange as mandated by the federal healthcare reform law.

Del. Kilgore said his request should act as a placeholder that will be revised to address the details of creating a health insurance exchange. He said "time's wasting" as Virginia delays discussions of exchange implementation.

Del. Kilgore is opposed by Virginia Health and Human Resources Secretary Bill Hazel, who said the federal government has provided too little information on how to set up an exchange. He said he does not believe Virginia needs the legislation at this time.
