California and Maryland have each received approximately $40 million in federal grants to plan and establish IT systems to get their exchanges off the ground, the report said. These states have assembled groups of stakeholders, including providers, payors, consumers, vendors and public policy groups, to outline what an exchange should do, seek legislative approval where needed and collaborate with Medicaid and other state health agencies on eligibility and enrollment systems.
