Only Full Medicaid Expansions Will Receive 100% Federal Funding

The Centers for Medicare and Medicaid Services will not fully reimburse states that embark on only partial Medicaid system expansions.

Only states that fully expand their Medicaid systems under the Patient Protection and Affordable Care Act's provisions will receive 100 percent federal funding.

Some experts worry the approach could discourage states from expanding their systems.

The 100 percent funding will take place for the first three years of the program and reduce to 90 percent by 2020.
