According to the report, the plan has been available in the state for nearly a year, but only 14 people have subscribed. The plan is administered in Maine by Dirigo Health and is overseen by CMS.
The plan contains certain restrictions, according to the report. Subscribers must have gone without insurance for at least six months and must have been diagnosed at some point with at least one of 37 conditions.
