Health insurance exchanges are intended to allow consumers to “comparison shop” for healthcare coverage in an online marketplace, potentially driving down the cost of insurance. Legislation approved by the Senate would prevent Gov. Jay Nixon from using an executive order to create an exchange.
The measure was approved 25-8 and will move to the House. If approved by the Legislature, the measure would go before voters in November.
