Since the rate review program began in September 2011, health insurers have proposed fewer double-digit rate increases. In addition, more states have started proactively reducing rate increases, and consumers are enjoying more transparency from insurance companies when rates are raised by 10 percent or more.

HHS determined that one Missouri insurance company has proposed unreasonable health insurance premium increases that would affect over 18,000 Missouri residents. The insurer has requested rate increases of 15 and 22 percent, according to the report.
